Changes in BAN-PT, Five New Independent Accreditation Agencies Ready to Operate

Directorate General of Higher Education, Research and Technology (Ditjen Diktiristek) of the Indonesian Ministry of Education, Culture, Research, and Technology (Kemendikbudristek) together with National Accreditation Agency for Higher Education (BAN-PT) and Independent Accreditation Agency (LAM) launch five new LAMs on Thursday dated 31 March.

Prof. Ir. Nizam, M.Sc., DIC, Ph.D., IPU, Asean Eng., plt. Direktur Jenderal Diktiristek saat meresmikan peluncuran lima LAM baru.

The five LAMs consist of Engineering LAM, Nature Science and Formal Science LAM (SAMA), Economics, Management, Business, and Accounting LAM (EMBA), Informatics and Computer LAM (INFOKOM), and Educational LAM (LAMDIK). The five of them are inaugurated by the acting Director General of Higher Education, Prof. Ir. Nizam, M.Sc., DIC, Ph.D., IPU, Asean Eng.

LAM for Health Higher Education (PTKes) itself has operated first by conducting accreditation for health science sector, hence there exist six LAMs in Indonesia.

So far, Engineering LAM will accredit approximately 2100 study programs, 690 for LAMSAMA, 4000 for LAMEMBA, 1700 for LAM INFOKOM, and 4587 for LAMDIK.

With the operation of the six LAMs, thus accreditation of higher education is held by National Accreditation Agency, and Study Program accreditation as the form of public accountability is conducted by Independent Accreditation Agency.

“This is in accordance with the mandate of Law Number 12 of 2012 Article 55 paragraph 4,” remarked Dr. Retno Widowati, M.Si, a member of BAN-PT Accreditation Council (MA) representing the chairperson of MA BAN-PT, Prof. Dr. Rer. Nat Imam Buchori, S.T.

Study programs that are not included in the accreditation coverage will still be accredited by BAN-PT until the LAM relating to that program is established. They are also able to propose study program accreditation by LAM by following the procedures determined by DE BAN-PT.

In addition, study programs may select the LAM that will accredit the programs included in the coverage of more than one LAMs. It is regulated in the Regulation of BAN-PT Number 19 of 2022.

Retno also explained that the LAM operation up to these days has undergone an elongated process. Within 2016-2021, BAN-PT accreditation council has evaluated the proposals and given recommendations by carrying out visitation to five LAMs until declared they can operate.

A LAM can operate if it has become a legal entity as evidenced by a notarial deed and ratification by the Minister of Law and Human Rights, owns program accreditation instruments stipulated by BAN-PT Accreditation Council, and acquires a decision on the list of study programs included in the scope of LAM from the Ministry of Education and Culture Number 186/M/2021.

LAM must also own operating procedures of study program accreditation, required facilities and infrastructure, sufficient assessors, and approval of the minister regarding the amount of accreditation fees.

Dr. Retno Widowati, M.Si, anggota Majelis Akreditasi (MA) BAN-PT saat memberikan sambutan.

Prof. Ir. Nizam, M.Sc., DIC, Ph.D., IPU, Asean Eng saluted this newly carved history in the context of higher education in Indonesia. “This accreditation process is included in external quality assurance so that the presence of LAM is of paramount importance for study programs,” he said.

Therefore, he explained that the standards and accreditation norms should be closer to the users, community, scientific groups with the presence of LAM. It is also expected to be able to quicken the reflection of changes dynamics in scientific sector, profession, and workforce.

“Two other crucial aspects of the birth of LAM are quality and relevance,” he continued. It is hoped that it can preserve the quality of study programs in Indonesia and assure the competence which is relevant to the requirements of science, workforce, and technology in this era.

Nizam also left a message to LAM not to become a burden to the higher education community, but they should assist in building and advancing the quality of higher education in Indonesia. According to him, the latter will advance if all of them are aware of the quality and support of the birth and implementation of LAM.

Finishing his speech, Nizam hoped that the inaugurated LAMs, as well as the preparing LAMs, are able to implement the efficient system. “I do hope that LAM will keep inspiring to improve its quality and relevance,” he concluded.
